Public Housing
The municipality has public housing for those who have difficulty finding housing. The application date of public housing is fixed. Because of the popularity of these residences, interested students must enter a lottery and successful applicants are chosen by lot. However, there are some public housings that you can rent without entering a lottery. Also there are restrictions concerning income, making it impossible for people with high incomes to move in. Private Housing
When you want to find private housing, it is more convenient to go directly to a real-estate agency. The University of Hyogo Coop can also provide you with private housing information. In order to find housing that meets your needs, you should make clear your ideal rent, space, and transportation in advance. To rent a private apartment in Japan, one must first pay a security deposit, key money, and the agent's commission in addition to the monthly rent. The amount of which is equivalent to 5 to 6 months rent. A guarantor is also required.
Terminology of housing
Deposit
(Shikikin)
This is a security payment made to the owner/landlord when a contract is signed. A standard deposit is an amount equivalent to 1 to 3 monthsf rent. It is used to protect against the possibility of future unpaid rent and damages to the property. The deposit will be returned to the tenant after the deduction of certain fees.
Key money
(Reikin)
Key money is paid to the owner/landlord when the contract is made. Usually an amount is equivalent to 1 to 2 months' rent. This money will not be returned.
Agency fee
(Chukairyou)
An agency fee is paid to the mediator (real estate agency) as compensation for helping you find the property. A usual an amount is equivalent to 1 month's rent.
Contract deposit
(Tetsukekin)
This fee serves to reserve a property before the contract is finalized, and is eventually included with the key money. In the case that an application is cancelled, this money will not be returned.
Common service charge
(Kyoekihi)
This fee is for the electricity and maintenance of common use areas in the building, such as hallways, stairs, etc. In general, this fee is included as part of the rent.
